Passenger 2 is right by the wings (therefore the engine), which then means that he/she could be sliced & diced by the engine before even hitting the ground/water upon explosion.
Passenger 3 has easy access to the bathroom, which could act as a hideout spot while terror goes on in the cabin. But Passenger 3 is also Chuck Norris. And Chuck Norris is safe, because he roundhouses everyone (including passengers). Besides, Chuck Norris is invincible.

oh, how paranoid the Gov't is..you should read other ones..taking elevators to different floors and using the stairs (to elude followers in your hotel), not having a hotel room on the side of a busy street (for bombs) or less than 3 stories up, not eating in cafes on the street, AND NOT BEING ABLE TO WEAR MY RED, WHITE, AND BLUE T-SHIRT AND MATCHING SHORTS! ABROAD DRATS!
